NML must respond to Argentina's proposed payment plan by April 22 –     legal experts discuss likely scenarios in landmark pari passu case 
WASHINGTON – In the end-game of the landmark NML v. Republic of Argentina case before the US Court of Appeals for the Second Circuit, American Task Force Argentina chair Robert Shapiro, Washington Legal Foundation's Richard Samp and Bingham McCutchen attorney Bruce Wolfson will discuss Argentina's payment plan submitted March 29, and why it is likely to be rejected by the Court. Samp and Wolfson will address questions of  "work around" strategies if the injunction is upheld, and process and prospects for Supreme Court review. Shapiro will point to economic implications if Argentina opts for default over settlement.

As the case winds to a close, experts will point to growing support for creditor rights, including a new study by Moody's, Holdout creditors have not been an obstacle to sovereign debt restructurings.

Robert Shapiro is the Co-Chair of American Task Force Argentina.  From 1997 to 2001, Shapiro was the U.S. Under Secretary of Commerce for Economic Affairs.  Additionally, Shapiro is the co-founder and former Vice President of the Progressive Policy Institute and the Progressive Foundation. 
Richard Samp is Chief Counsel of the Washington Legal Foundation, a nonprofit public interest law firm that litigates in support of individual rights and the free-enterprise system and against excessive government regulation. He practices regularly before the U.S. Supreme Court and other federal courts. 
Bruce Wolfson is an attorney with Bingham McCutchen and has been involved with financing and restricting emerging-market debt for more than 30 years. Wolfson previously served as partner and general counsel at the Rohatyn Group, and was a senior managing director at Bear, Stearns & Co., Inc. He has advised regulators in the emerging markets of Latin America and Asia on foreign investment rules.
